报告人简介：
邓世名，华中科技大学管理学院教授（二级）、博士生导师。国家级青年人才、教育部新世纪人才、湖北省***计划、美国斯坦福大学、加州大学伯克利分校访问学者。承担国家自然科学基金项目重点、面上等多项基金。成果发表在OR、MS、M&SOM、POM、IISE等顶级国际学术期刊上，获教育部高等学校科学研究优秀成果奖(人文社会科学)二等奖， 2020年MSOM iFORM SIG 最佳论文提名奖。
彭超，研究员，现任农业农村部管理干部学院研究员、乡村振兴研究中心主任。全国农业农村系统先进个人，获得省部级奖励8项。主持国家级、省部级课题12项。在中外各类核心期刊上发表论文58篇，多次获得新华文摘、人大复印资料全文转载，获得党和国家领导人批示8次，起草国家级重要规划和文件8件，接受中央电视台专访7次，在《人民日报》《光明日报》《经济日报》等国家级媒体发表专论或接受采访30多次。
报告内容简介：
一、In this paper, we reformulate the prevalent SVM models to incorporate the two salient characteristics of decision problems, asymmetric costs and stochastic constraints. To exam their distinguishing effects separately, we first formulate SVM models accounting for only asymmetric costs. We develop a data-driven Prescriptive SVM model (PSVM), and an approximation model using hinge function (PSVM-A) which can be efficiently solved. Most importantly, we prove that both the PSVM and PSVM-A are universally consistent, i.e., the decision rules obtained using the two models converge to the true Bayes cost decision rules. With consideration of operational constraints, we construct a Constrained Prescriptive SVM (CPSVM) model by adding a sample-estimated resource constraint to PSVM. To ensure that the estimated optimal decision can fully utilize resources with no budget waste, we propose a budget-elevation method and provide a lower bound for the elevation term to ensure that the empirical feasible region contains the true feasible region with a high probability. Moreover, we demonstrate that the adaptive elevation term converges to zero and the modified empirical feasible region converges to the true feasible region in set distance as sample sizes goes to infinity. Extensive numerical studies have validated our results and provided interesting managerial insights.
二、党的二十届四中全会要求，把常态化帮扶纳入乡村振兴战略统筹实施。义务教育、医疗、住房和饮水安全是常态化帮扶的重要内容。在常态化帮扶政策体系下，如何稳步提升“三保障”和饮水安全保障水平，怎样巩固拓展成果，优化调整政策，是必须要要面对的课题。
